You will be glad to hear that Hong Kong have
now made a definite offer of 4250,000 as a contribution

He is of course quite right about the military contribution point, and I am writing to the Chancellor and the War Office to get their concurrence. As soon as this is obtained I propose to telegraph to Stubbs accepting the offer gratefully in the name of His Majesty's Government. I presume that at
the same
time he can be officially told in a separate telegram that the Admiralty withdraw their objections to the
Ferry keclamation scheme?
